水利统计队伍建设是新形势下的一个新课题。要适应新形势对统计工作提出的新要求,必须注重对统计人才的培养。统计人员要适应新的要求,必须增强五种意识,即学习意识、创新意识、服务意识、法律意识和责任意识;提高四种能力,即观察能力、分析能力、协调能力、应变能力。

Capacity building for statistics of water sector is a new subject under the new situation. More attention should be paid on personnel training, in order to meet the new requirement made to statistics in the new age. The statisticians must enhance their awareness of learning, creation, service, law-abiding and duty, as well as four capacities of observation, analysis, coordination and emergency management.
