经过4年多的探索实践,黄河水权转换试点取得了显著成效,实现了农业支持工业,工业反哺农业的"双赢",有力地促进了区域经济社会的持续、稳定、健康发展。本文从促进区域经济快速发展、加快灌区节水改造工程建设、保障农民合法用水权益、提高黄河水资源利用效益和效率等方面,阐述了黄河水权转换试点的实施效果。

After 5 years＇ exploitation and investigation, the pilot project of water right transfer in the Yellow River Basin has achieved remarkable result. A ＂win-win＂ of agriculture and industry is realized for agricultural development provided great support to industrial production and industry backs agricultural development, which results in a healthy and sustainable development of economy and society in the region. The result of implementing water right trading is introduced in the respects of promoting fast development of economy, water-saving rehabilitation in irrigation district, protection of farmers＇ legal right, water use efficiency and benefits, etc.
