The concept of the sustainable development of China’s coal industry is defined. Based on the analysis of the main features of China’s coal industry, a structural model of the sustainable development of the coal industry is proposed involving eleven elements, namely the sustainable deve/lopment of the coal industry, the level of economic development of the coal industry, the level of social development of mining areas, the capacity of environment, the load-bearing capacity of resources, comprehensive coal exploitation, clean coal technology, clean mining technology, measures for environmental protection, resources management and group/individual participation. A systems engineering framework is devised for the sustainable development of the coal industry and the setup for evaluating the sustainable development system is described together with the evaluation method and steps. According to the calculation based on the data of 93 major state-owned mines, it concludes that at present the development of the major state-owned mines is still traditional, and all necessary conditions should be created for starting the shift to sustainable development.
