Study on Safeguard Measures for Urban Planning Implementation in the New Revision of Overall Land Use Planning

强化规划实施管理、保障土地利用和实现规划目标是我国新一轮土地利用总体规划修编的一个亮点。从实施保障体系、编制指导思想、规划本质认识等方面分析了我国土地利用规划实施保障措施体系现状,总结了规划实施保障措施执行中存在的突出问题,从法律、行政、经济、技术等方面提出了完善我国规划实施保障措施的对策和措施。

It is one of the highlights in the new revision of overall land use planning in China that strengthening the planning management, guaranteeing the land use and realizing the goal of the planning. Current status of safeguard measure system for urban planning implementation in land use planning of China was analyzed from aspects including implementing safeguard system, making out guiding ideology and planning essence understanding. Some prominent problems in implementing the current land use plan in legal measures were summarized. Furthermore, countermeasures for perfecting the safeguard measures for urban planning implementation in China were put forward from the aspects of legal, administration, economy, technology and so on.
