经济学将制度视为个体参与人从各自动机出发相互作用的状态,运用现代博弈论的框架内讨论问题,将制度分别看作博弈规则和博弈参与人的策略均衡;制度亦可视为一种公共物品的消费,众多经济当事人的长期重复博弈实际上遵循集体行动的逻辑,由此导致的困境必然带来制度失效。尤其在广大落后地区,制度的制定、执行及监督诸过程都充斥着不同利益集团的激烈博弈,从而导致我国落后地区制度的长期失效。

Considering system as a formed state in which individuals interact on each other from each motive, so this paper can discuss issue in modern frame of game theory, regarding rules as balanced tactics. The system can be regarded as a public consumption, and participants following the collective behavior logic. Therefore the predicament means the system inefficiency. Especially in the vast backward areas, the course of system formulation, execution and supervision are covered with fierce play of different groups, causing the system inefficiency.
