建设资源节约型社会与全民节约观念的形成密不可分。随着我国经济的发展,中华民族厉行节约的传统观念受到了极大的冲击。因而必须针对现实生活中的浪费风气和行为,协调个人观念中知、情、意三者关系,在全社会树立新的生产观、新的消费观、新的环境观,公平正义观以及正确的道德观,构筑全民节约的观念系统。

It is impossible to construct a resource-saving society without the formation of national notion of saving. As the economy develops, the Chinese traditional notion of saving has been impacted strongly. Therefore,it is essential to establish the new notions of production, consumption, environment, fairness and morality with the hope of constructing a system of national notion of saving.
