The article analyzes the conception of the traffic flow road network distribution and the action in the traffic control and induction,and puts emphasis on studying and discussing the traffic dynamic distribution process and distribution model. With regard to solving the problems of the timely control and induction of the regional traffic,the article considers that the non-eliminating barrier is now present in the premise and the structure of the dynamic traffic distribution. It is the best solving method to set up the intellectual traffic system (ITS).
