Constructing a Knowledge Management Practice Mode for Public Service Unit

在界定公共事业组织概念的基础上,提出构建公共事业组织知识管理实施模式,包括组织内外知识环境建设和组织的战略知识管理。外部知识环境即社会知识环境和企业、政府这两大组织的知识环境,内部知识环境则包括组织的制度、文化和技术环境。组织的战略知识管理主要是分析知识链管理和知识价值评估。认为公共事业组织在构建知识管理实施模式的过程中,应该基于社会公众利益、体现公益服务宗旨并面向动态知识环境进行知识共享、知识创新和知识评估。

Based on defining the concept of Public Service Unit （in short PSU）, this paper proposes a knowledge management practice mode for PSU including the construction of its knowledge environment both inside and outside, and its strategic knowledge management. The outside knowledge environment contains social, corporation and government knowledge environment, while the inside one contains the PSU＇s structure, literature and technology. It also gives a short research on knowledge chain management and knowledge value assessment to analyze PSU＇s strategic knowledge management. With the aim to construct a whole knowledge management practice mode for PSU, it is supposed to think about public benefits and make a dynamic knowledge environment oriented to share, create and evaluate the knowledge.
