首次提出了内蒙古自治区科技事业发展经历了三个时期、五个阶段,深入分析了各个时期、不同阶段科技发展指导方针、基本原则和战略任务目标确定的时代背景和鲜明特征,指出增强自主创新能力和建设创新型内蒙古是科技发展进入新阶段的主要标志,并简要地论述了建设创新型内蒙古所面临的战略任务。

This article proposed for the first time the Inner Mongolia science and technology cause development experiencing three times and five stagest and has analyzed thoroughly science and technology development directive, the basic principle and the strategic mission goal determination background and the distinct characteristic at each time and the different stage. The article pointed out that self-driven innovation ability enhancement and innovation - oriented Inner Mongolia construction are main symbol of science ＆ technology development entering the new stage,and briefly elaborated the strategic mission which innovation oriented Inner Mongolia construction faces.
