分析了盗伐林木现象发生的原因、影响盗伐林木行为的因素,总结盗伐林木的规律,提出防止盗伐林木行为的根本对策：深化林区林权制度改革,建立社会林业模式,构筑防范网络系统,建立森林分块管理机制,增加林区基础教育投入,合理分布木材加工企业,加强法制建设。以人为本,满足林农生存最低限度值是林区林权制度改革的底线;改革与打击并举,是保护森林与发展林业的创新之处。

This paper analyzes the phenomenon of unlawful cutting trees, its impact factors, summing up basic reasons. Propose the fundamental measures to prevent unlawful acts such as to deepen forest tenure reform, establish social forestry model, and build prevention network, establish forest block rationale mechanism for increasing investment in education, reasonably distribute timber processing enterprises, and strengthen the rule of law. It indicates that people-oriented to meet the minimum value invigorated survival is the bottom line of the forest tenure reform.
