摘要
本文主要从概念分析入手,讨论了教育机会均等概念的内涵,把教育机会均等界定为人们,特别是青少年儿童享受同等接受某种教育的可能性,以区别于教育过程均等和教育结果均等。论文认为,作为可能性平等的教育机会均等主要体现为权利平等,具有相对性、不充分性等特点。基于这种新的教育机会均等观,论文讨论了一些相关的教育政策问题,特别提出教育机会均等的实现是一种社会行动乃至政治行动,而不单纯是一种教育行动。
Based on the discussion on the connotation of the equality of educational opportunity, this paper defines this concept as the same access to certain forms of education rather than the same treatment in the educational process or the same learning outcomes.The author further indicates that the concept of the equality of educational opportunity emphasizes the equality of educational rights, which could be relative and incomplete.Finally,this paper explores on some related policy issues, and points out that the actualization of the equality of educational opportunity is not only a sort of ed- ucational decision but also a sort of social and political actions.
