摘要
近年来,台南市政府通过积极推出系列性文化活动,建设与塑造出新的城市风貌,但在地方文化产业发展过程中,却少见从政策层面着手的产业发展课题研究,即进行文化产业基础与文教社群参与的比较与分析。这对厘清地方文化产业的发展盲点、促进地区资源合理配置会产生一定程度的局限性,这也是地方发展普遍存在的问题。运用区位商数分析研究法,将台南市与台北市、台中市以及高雄市地方文化产业发展条件进行现况比较,并对各地区经济基础结构、地方文化行政资源与民间社群团体参与情势加以解构,以助于解析台湾当前地方文化产业发展所面临的焦点问题。发现,台南市文化行政资源虽相对较为有限,但地方文教社群团体基础相对坚实。建议:台南市在配合行政部门既定文化产业发展政策的同时,应同时引导公私群体协力合作,探求多元社群团体的需求,结合多元社群参与及引导民间资源投入机制,避免在文化产业政策推展过程中,产生解决错误政策问题的"型三错误"盲点,以有益于有限的地方发展资源的合理配置。
Tainan is the most Historic city in Taiwan,and also is the second biggest city located in south Taiwan.Based on the unique historical site culture assets,series of culture activities and constructions are held by Tainan municipal government positively in recent years to raise local strength.Though the city landscape of Tainan is far away from the traditional one,the comparison and analysis of foundation of cultural industry and the situation of cultural participation should be carried on to find out the real issues in Tainan's cultural industry and cultural marketing so as to strengthen the ability of local development.This study not only indicates the imbalance of industries in Tainan through comparing with Taipei,Taichung as well as Kaohsiung with location quotient(L.Q.),but also finds out the resources of culture administration and the social partici-pation in hope for clearing up the matters of Tainan's cultural industry development,avoiding type Ⅲ errors,and giving suggestions.
