三农问题与乡镇政府行政能力建设

加强乡镇政府能力是解决三农问题的必要工作。目前乡镇政府能力弱化集中表现为缺乏提供公共产品的能力,其原因在于乡镇与上级政府关系缺少合理规定,乡镇政府财政收入与职责不符以及乡镇政府体制本身的不合理。加强乡镇政府能力的办法在于加强民主,建立合理的财政制度以及对乡镇政府的职能、机构等进行进一步的改革。

Strengthening villages and towns government ability is essential to solving farming-farmer-counryside problem. At present the low ability to provide public products shows the inefficiency of villages and towns government .The reason lies in the relationship between villages and towns and the higher authority government--lacking the reasonable stipulation, the villages and towns government financial revenue and the responsibility not in conformity, and villages and towns government system itself being not rational. Enhancing democracy, establishing the reasonable financial system as well as further reforming villages and towns government＇s function will strengthen villages and towns government ability.
