社会资本视角下的中国公共管理创新

China′s public management innovation in the view of social capital

为了深入探讨我国公共管理创新的方式和途径,运用文献研究的方法,对"新公共管理运动"的价值取向、社会资本范式与公共管理范式的结构性关联、我国公共管理创新对社会关系网络的路径依赖性等问题,进行了比较分析。研究表明,我国公共管理创新应选择的社会资本路径主要包括:采取城乡分治、区别对待的思路推进公共管理的改革创新;在法制基础上建立新型的社会公共生活秩序;积极培育第三部门和公民社会力量;鼓励和引导公民有序的政治参与。

In order to deepen the discussion of China＇s public management innovation, an analysis of certain aspects is made such as on the orientation of ＂the new public management movement＂, the structural relationship between public management paradigm and social capital gm, the path -dependence of China＇s public management innovation by using the literature research methodology. The conclusion is that the main routes of social capital supposed to be chosen by China＇s innovation of public management are adopting the ideology of ruling on the foundation of division between rural and urban areas, and dealing with each on its merits to promote the innovation reform of public management; and establishing new order of social public life based on legal system; and actively cultivating the third sectors and citizen society organizations; and encouraging and guiding the citizens disciplined political participation.
