高校规划是适应经济社会发展需要,优化资源配置,实现发展战略目标的行动纲领和工作指南。高校在制定规划时可借鉴国外高校的成功经验,立足校情,求真务实,准确定位;不可脱离实际,一味追求大而全、高而精。同时,应建立一套规划运行的监控机制,以确保规划得到有效实施。

The development plan of the university serves as the guiding principle and handbook with the aim of meeting the demands of economic and social development, optimizing the resource allocation and realizing development objectives. In the course of development planning, successful lessons of overseas universities should be learned; the specific situation of the university should be considered; the planning should be scientific, practical and properly orientated; and an impractical plan, which extremely strives for a larger university with as many specialties as possible, should be avoided. Meanwhile, a supervision mechanism should be established to ensure the effective operation of the plan.
