摘要
1984年我国加入了关贸总协定外的多种纤维协定。在最近关贸总协定的“乌拉圭回合”中,所有参与谈判的国家,基本上同意逐步取消多种纤维协定,使纺织品贸易纳入关贸总协定的法律框架,但对取消的方式和所需的时间,则意见分歧。本文认为,我国应基本上赞同发展中国家和欧共体等的主张,即用协定现行限制作为过渡措施,然后逐步取消;并且争取在10—15年内实现纺织品贸易自由化。当前,应以提高产品档次、加强宏观管理和建立专门研究机构等措施,来扩大我国纺织品出口。
In 1984, China joined the Multifibre Arrangement which was not related to GATT. In the recent Uruguay Round, all the participating countries fundamentally agreed that MA would be rescinded step by step and textile trade would be included in the legal frame of GATT. However they were divided in opinion on how and when to abolish the MA. This paper suggests that Chira should principally favour the proposals of the developing countries and the EEC, i. e. , using the current restrictions contained in the MA as a transition to its gradual abolishment and the realization of free trade of textile products in a period of about ten to fifteen years. At present, China should raise the grades of its products, enhance macro management and establish professional research institutes in order to expand its export of textile products.
