To implement the scientific concept of development,institutions of high learning should emancipate the mind and set up the humanist education idea to take the lead to develop scientifically and harmoniously. They should lay due emphasis on connotation promotion and quality priority, and at the same time, create harmonious academic environment to allow different schools of thought, mistakes and failures, conspicnous younger generation, and talented persons＇ individuality.
