摘要
美国高校在新生录取时,必须为少数民族学生留出一定的"配额"。这项根据"平权措施"所执行的录取倾斜政策,虽是促进高等教育机会公平的一项重大努力,在实践中却一直受到各不同利益团体的争议。确定高校招生政策倾向的标准,必须参照现实补偿性、司法可诉性以及公开透明性三项准则。
While enrolling students, the American universities and colleges must set aside certain quota for national minority students according to the "Affirmative Action". But the policy has been reproached and censored by the American court all the time. To define the criterion, it needs to consult three principles: compensation, appeal and open.
