摘要
作为当代西方民主理论和实践的最新发展,协商民主强调公民通过自由而平等的理性对话、辩论、推理和审议等方式来参与公共生活,赋予立法和决策以合法性,从而保证公民自治和真实民主的实现,以推动民主政治的发展。在发展社会主义市场经济,推进政治文明建设的时代背景下,协商民主将具有强大的生命力和广阔的发展前景,是中国特色社会主义宪政事业的重要内容。
As the newest development of western contemporary democratic theory and practice, consultative democracy stresses that the citizens should participate public life through free and equal rational dialogue, debate, reasoning and discussions, etc. This is to render legality to legislation and decision, to ensure the realization of citizen autonomy and authentic democracy and to promote the development of democratic politics. In the epoch of developing socialist market economy and promoting the construction of political civilization, consultative democracy brings a strong life force and opens a broad prospect of development. It is an important content in the cause of construction of socialist constitutionalism with Chinese characteristics.
