The Evolution of International Exhort Credit Insurance Model

出口信用保险具有强烈的政策性色彩,在其发展过程中形成了不同的经营模式。近年来西方信用保险市场商业化运营趋势日益明显,出口信用保险经营模式发生了一些新的变化,出现了一些新的模式。我国作为一个新兴市场经济国家,对出口信用保险经营模式的改革既要借鉴国际经验,坚持市场化的改革方向,将能够商业化的业务推向市场;又要考虑到国家经济安全和实现政策性目标的需要,保证国家时信用保险的控制,发挥出口信用保险在落实国家外交、外贸、财政、产业政策中的作用。

Export credit insurance has a strong political flavor and has evolved into different models in the world. In recent years, export credit insurance is been increasingly commercialized in western countries, which bring into being changes in operational models and advent of new models. As an emerging market, China should learn from international experiences in reforming its export credit insurance. It should continue to introduce market forces into the business and commercialize the operations wherever possible. At the same time, it should consider economic security of the country and the requirements to realize policy objectives to ensure government control on export credit insurance and the display of its role in implementing the country＇s foreign policy, foreign trade, fiscal and industrial policies.
