摘要
当前我国人力资本流动中存在较多的制度约束,而人力资本产权制度短缺是制度约束的基础。矫正人力资本制度体系必须建立以人力资本产权制度为核心的社会制度体系。
There are a lot of institution restrictions in flowing of human capital at present time in China, and the shortage of human capital propriety institution is the foundation of institution restriction .Correcting the human capital institution must build social institution systems, with human capital propriety institution being the core of social institution systems.
