中国区域协调发展的政策创新

Thought on Public Policy Innovation of Coordinated Development among China's Regions

十六届六中全会把"落实区域发展总体战略、促进区域协调发展"作为构建和谐社会的重大目标。这标志着区域协调发展在我国现代化建设蓝图中的地位越来越突出。区域协调发展受到重视,健全和完善与之相对应的区域政策的要求也越来越迫切。在市场经济体制下,区域政策是一种典型的政府干预手段。在中国,就发展区域经济、深化区域合作、改善区际关系、实现区域协调发展而言,大规模的区域政策肯定是必要的和重要的。从实践上看,我国的区域政策总体上仍存在诸多不完善的问题,这些问题成为摆在我国政府面前的一道道难题,也是国内公共管理学界应该认真思考的重大课题。本文立足区域公共管理视角,就我国区域协调发展的公共政策创新提出几点思考。

The sixth Session of the 16th Central Committee of Communist Party of China put forward that im- plementing the overall developmental strategies and promoting coordinated development among regions is looked on as the important goal of build a harmonious society. This marks the coordinated development strategy among regions are becoming increasingly prominent in China＇s modernization blueprint. As coordinated development a- mong regions is attached great importance, improving the corresponding regional policy is also increasingly ur- gent. Under the market economic system, regional policy is a typical intervention of government. From view- point of practice, on the whole there are still many imperfections problems in China＇s regional policies, which become the challenge that China＇s government is faced with and a major issue that domestic scholars of public administration should seriously consider. Based on perspective of regional public management, the paper studies the innovation of China＇s regional public policy to coordinated development among regions.
