民族地区法治与和谐社会建设的新探索——关于“北川模式”的调研与思考

New Research on Regional Areas under Rule of Law and Harmonious Socialist Construction—— Investigation and Exploration of Beichuan Mode

构建社会主义和谐社会,加强基层法制建设、维护民族地区的稳定,是当前我国一个重大而现实的课题。四川北川羌族自治县在构建和谐社会与民族地区法治建设过程中,为少数民族地区开展基层司法行政体制改革进行了有益的尝试,提供了可借鉴的范例。经过调研,将该地区的尝试归结为"北川模式",并在此基础上,提出了思考与建议,以求该模式的完善运作与推广。

The construction of the harmonious socialist society, promotion of the regional democracy construction and maintenance of regional stabilization are the important themes of modem times. Beichuan Qiang ethnic autonomy county has endeavored to innovate the regional judicial administrative system and created the Beichuan mode in the cot,,rse of construction of harmonious society and regional area under rule of law. The specific contents, circulation and the achievements of the Beichuan mode were summerized, upon which some suggestions were set forth to fulfil the development and promotion of the mode.
