针对行政规划中现实存在的政府私益倾向的问题,从系统思维的角度分析行政规划系统内在的运行机制,探寻约束机制的有效目标模式。通过对行政规划系统在政府私益行为下的正负反馈力量的对比,明确约束机制的选择原则:以加强负反馈为主导,并以此指导约束机制的构建。

There realistically exists a phenomenon that the government usually inclines to seek some private benefits during the process of administrative program. The author has made an analysis on the inherent operating practice of administrative program with systematic consideration and tried to find an effective approach to restrict the government＇seeking - private - benefit tendency. With the contrast between the positive feedback and negative feed- back under the behavior of seeking private benefits by the government during the process of administrative program, the author clarifies the principle when we try to prevent the government from seeking private benefits. That is to intensify the leading role of the negative feedback and construct the efficient restricting mechanism.
