摘要
随着高失业时代的来临,人们越来越关注就业安全问题。对该问题的研究可以基于两个层面:一是作为国家经济安全的构成部分,通过考察就业率的变化,拟定"失业警戒线"等指标及时发出预警信号,制定相应的防范措施,以保证国家经济安全有效运行。二是从就业机会的获得程度、就业能力、就业环境和条件、就业的公平待遇以及失业后保障其基本生活满足程度等方面,考察不同劳动力市场的就业安全问题。本文主要基于第二层面,考察制度约束下我国农村转移劳动力就业安全问题。
With high unemployment time coming, people concern more and more employment security. The research on this issue is in two dimemiom: first, as a component of state economic security, setting indicators as "Warming floor of Unemployment" and other indicators by investigating the change of employment rate to make corresponding measures to ensure the security of state economy; second, discussing the issue from the acceptance degree of employment opportunities, employment ability, environment and conditions, fairness in employment, insurance of unemployment, This paper is in the second dimension and investigates employment security of rural immigrant labor with institutional constrains.
