技术创新在产业层面存在系统失效。技术和技术创新的固有规律使产业层面技术创新具有较强的系统特征,但学习失效或锁定失效,技术开发——利用和多样化——选择的两难境地,专有性陷阱,制度失效与基础设施供给失效导致了产业层面技术创新的系统失效。其政策含义是政府要通过政策设计和制度安排来纠正系统失效,加强产业层面技术创新网路结构的建设。

System failures of technological innovation exist on industrial level. Laws of technology and innovation bring about systematic character of technological innovation on industrial level. However. learning failures, lock-in failures, exploration- exploitation and variety-selection trade-offs, appropriability traps, institutional failure and failures in infrastructural provision lead to system failures of technological innovation on industrial level. Such phenomenon indicates that government should correct system failures through policy design and system arrangement and strengthen the construction of innovative network framework on industrial level.
