摘要
国家人力资源开发是近年来人力资源开发研究的新领域,许多国家都将国家人力资源开发作为国家发展战略的一个重要组成部分,这些已引起了有关学者的高度重视。然而,国家人力资源开发的研究目前进展如何,存在哪些问题,这些都是急需回答的问题。本文试对国内外已有的研究作一梳理,首次提出将其分为三个阶段,并对其进行简要评价。
National Human resource development （NHRD） is a new field on human resource development （HRD） in recent years. And many countries have taken NHRD as an important part of national strategy of development. However, how are recent advances of researches on NHRD, and what are the problems？ Thus, the studies on NHRD are reviewed and evaluated briefly in this paper, which is divided into three stages for the first time.
