摘要
非中心城市地方高校须摒弃纯粹的精神教育和纯学术研究的传统办学理念和办学方略,以地方经济社会发展和科技创新为己任,积极投身地方创新建设高潮之中,主动融入地方创新体系建设行列,克服在科技开发、技术更新和成果转化诸领域在观念、体制、机制、保障等方面的束缚因素,大力构建有利创新科研、技术开发的管理体制、管理模式和运行机制,加大平台建设,建立有利调动广大教师从事科研开发、专利获取、成果转化乃至科技产业开发的评价体系和激励机制,从内涵和本质上推动科技创新产生实效,从而形成鲜明的办学特色,提升非中心城市地方高校核心竞争力和在高等教育体系中的位次。
The local universities or colleges in the non-central cities should act their part in the economic and social development as well as scientific and technological innovations in their respective regions,rather than just adhere to the tradition of pure mind education and pure academic research.They ought to get actiwely involved in the regional innovative constructions by merging themselves into the innovative system in their own regions.Efforts should also be made to eliminate limitations of various kinds in terms of scientific development,technological renewal and the transformation of scientific results.In this way,a favorable management system,mode and operating mechnism can be sucessessfully constructed so that more teachers can be motivated into undertaking such tasks as making scientific research,attaining patents and transforming research results,and that a more favorable assessment system and promotion system can be well established.As a result,actual effect will come out in promoting scientific innovations,and a definitive school-running feature will be formed.These colleges or universities,in spite of their disadvantaged locations,can strengthen their core competitiveness and therefore gain higher positions in the system of higher education.
