科技项目效益评价方法的探讨

Inquiring into the Benefits Evaluation Approach for Scientific and Technical Projects

科技项目一般包括应用研究项目和开发研究项目。根据这两类项目的性质和特点，提出了对这类项目效益评价指标应为：科学技术水平、经济和社会效益。借助模糊评判定理，利用综合评价方法，建立了对科技项目的评价模型。最后，对某一类应用项目进行实例评价，表明这种评价方法是可行的。

Scientific research projects are generally classified as applied research projects and developing research projects. Considering the properties of the two kinds of projects synthetically, scientific and technological leved as well as economic and social benefit should be the criteria to evaluate the projects. By means of the Fuzzy Judgment Law and the comprehensive evaluation method,an evaluating model of scientific research projects is proposed in this paper.This evaluation method has been testified to be feasible by a practical example.
