浅议解决农民增收问题的对策

党的十六届六中全会提出要建设社会主义和谐社会的号召,必须把农民增收问题放到我国全面建设小康社会能否如期实现的高度来认识。解决农民增收问题的根本在于减少农村人口,破除城乡分割的二元结构限制,调整农业产业结构,提高农民素质,加大政府对农业投入,加强农业基础设施建设。
