SWOT method is a kind of method that comprehensively considers every factors of system exterior environment and interior condition and chooses the best operation strategy based on system evaluation. According to procedures of SWOT method, strength（S）, weakness（W）, opportunity（O）, the threat（T） of urban traffic system are analyzed, and urban traffic improvement strategy establishment is proposed with qualitative and quantitative method, which provide theoretic guidance for the strategy establishment of urban traffic improvement and further detailed urban traffic improvement measures and means.
