广西钦州市非法行医现状及管理对策

A Brief Summary on the Current Situation and Administrative Policies of Illegal Practice of Medicine in Guangxi Qinzhou City

[目的]整顿和规范钦州市医疗服务市场秩序,确保医疗安全。[方法]根据《国务院办公厅关于开展打击商业欺诈专项行动的通知》要求,在全市范围内开展打击非法行医专项整治行动,依据国家法律法规查处非法行医行为。[结果]共查处非法行医案件76起,其中城镇39起,农村37起,构成比分别为51.32%和48.68%,城乡查处的非法行医案件差异无统计学意义(P>0.05)。非法行医的具体违法行为主要是无证行医、超范围行医、药店坐堂医及聘用非卫生技术人员等。[结论]必须建立完善对医疗服务市场的长效监管机制,加大卫生法规的宣传和执法力度,维护医疗服务市场的良好秩序。

[Objective]To Rectify and regulate the medical service , ensure the medical security.[Methods]According to the demand of 《Announce about carrying out a special action to destroy business cheat from the General Office of State Council,a special action all over the city to attack and deal with illegal practice of medicine according to the state＇s law was conducted. [Results]76 cases of illegal practice of medicine were handled totally, and among them,there were 39 cases in urban area while 37 in rural area,accounting for 51.32% and 46.68% respectively, There was no difference of the cases of illegal medicine practice in urban and rural areas （ P〉0.05）. The particular illegal behaviors mainly were practice of medicine without license or over limit, and the doctors and nurses engaged in pharmacy and clinics without medical training, [Conelusion]A long-term supervisory mechanism of the medical services market must bc established and improved, propaganda and executing force of hygienic regulations must be strengthened, so as to uphold the well-order of medical service.
