The Solutions to Harbin's Circulating Economy

循环经济是对传统经济的一种变革,是目前最先进的经济形态、经济发展模式和理念,有其深刻的内涵。文章对哈尔滨市发展循环经济的现状、有利条件和制约因素进行了分析,提出以工业、农业、城市和社会、资源再利用和新能源开发等五个层面为重点领域,通过法规建设、政策支持、科技创新、环境保护、健全中介组织、加强宣传教育、开展国际合作等措施,推动哈尔滨市循环经济发展。

Circulating economy is the reform of traditional economy,which is the most advanced economic form, development model and philosophy. The paper analyzed the current situation,advantage and constraint elements. It is proposed that fields, such as industry, agriculture ,city ,society, re-using resource and new energy exploration, are taken as the focus. The attributing elements include regulation development, policy supporting, technological innovation, environmental protection, perfecting agency, more propaganda, more international cooperation and so on.
