摘要
政府职能部门的定位及其横向间的关系,是政府公共部门改革无法回避的基本问题。在改革过程中,精简机构和增设机构的问题同时存在。怎样保证政府结构的简洁高效?怎样的激励约束机制才能保证政府官员利他主义地提供公共商品?解决这个问题的关键之处是对公共部门设置合理性原则的确定,这不仅涉及到公共供给的交易费用处理问题,而且需要解决交互作用的独立性或自主性之间关系的问题。本文给出政府公共部门设置的若干原则,为转型条件下的政府治理,提供基础性分析框架。
The orientation of the government departments and their horizontal relations are two unavoidable problems in the reform of the government public sectors. In the process of the reform, there exist problems of reducing the institutions and adding the institutions at the same time. How can we guarantee that the government structure is concise and efficient? What kind of incentive and restrictive mechanisms can ensure that the government officials altruistically provide public goods? The key to solve this problem is the definition of proper principles for the setup of the government public sectors, which is not only related to the treatment of the transaction costs of public supply, but also the addressing of the relationship between the independence or autonomy of the interaction process. This paper points out some principles for the setup of the government public sectors and provides a basic analytical framework for the government's governance in the condition of the economic transition period.
