Transformation in the Mechanism of Supply and Demand for Public Goods in Rural Areas and the Building of a New Countryside in China

农村公共产品供需机制创新是深化农村改革和新农村建设的一个重要内容。现阶段中国农村公共物品需求与供给机制严重错位,已经成为困扰和阻碍中国农业和农村发展的瓶颈。本文从新制度经济学角度考察建国以来农村公共产品供需制度的变迁轨迹。在分析强制性变迁困境和诱致性变迁需求的基础上,试图探讨新时期解决农村公共产品供需失调的制度安排,具有重要的现实意义。

Innovation in the mechanism of supply and demand for public goods in rural areas is an important part in deepening the reform in rural areas and building a new countryside. Currently, the mechanism of supply and demand for public goods in rural areas is rather irrational, which constitutes a bottleneck for the further development of agriculture and countryside in China. From the angle of new institutional economics, this paper examines the transformation in the mechanism of supply and demand for public goods in rural areas since the founding of the PRC. Based on the analysis of the dilemma about forceful transformation and the demand for induced transformation, this paper discusses possible solutions to the contradiction between supply and demand for public goods in rural areas, which is obviously of great realistic significances.
