摘要
公共行政文化是社会文化在公共行政领域内的一种独特表现形态,是公共行政的灵魂。当前我国公共行政文化存在诸多积弊:公共行政文化中的伦理性文化惯性和人格化倾向;公共行政文化的相对封闭性和排他性;公共行政文化中浓厚的官本位色彩。加入WTO后对我国公共行政文化发展的基本走向大体表现在四个方面:由伦理型文化向法理型文化转变;由管制型文化向服务型文化转变;由官本型文化向民本型文化转变;由封闭型文化向开放型文化转变。
Public administration culture, as a unique form of social culture expressed in the public administration arena, is the soul of public administration. At present, there are many long-standing problems in China' s public administration culture including ethical and cultural inertia and the tendency to anthropomorphize, relative isolation and exclusiveness, and a strong tint of officialdom. After entering WTO, the basic development trend of China' s public administration cultural embodies in four areas, which experiences transformation from an ethical-type culture to alegal-type one;from a control-type culture toa service-type one; from an official-oriented type to a people-oriented one; and from an isolated-type culture to an open-type one.
