"生产力悖论"是指"人为"生产力盲目、非理性地发展;区域开发过程本质上是一个"人为"生产力对自然系统的不断干预过程,要最大限度地减小或消除"生产力悖论",就必须对可能导致其发生的制度系统进行再造;用科学合理体现互利的制度系统来规范"人为"生产力的方向,尽量减小"生产力悖论"带来的负面性,自上而下的制度立法才是整体理性的选择。

The productive force is usually categorized into two types： natural and man-made, the former being of a natural property while the latter of a social property. By paradox of productive force is meant the blindness and irrationality of the man-made force in an attempt to over-develop. Regional development is by nature the ever-lasting interference of man-made force in its natural system, and to maximize the effect of this interference, the system that may possibly bring it about has to be completely modified. Thus it is necessary to carry out legislation in this field.
