摘要
吕梁市绝大部分属丘陵山区,土地条件差,加之生态环境恶劣,自然灾害频繁,粮食产量低而不稳。搞好农田水利基本建设,提高粮食生产能力,保证粮食安全,既是全面建设小康社会的需要,也是改善生态环境的前提。围绕平川人均0.07 hm2高效节水农田,山区人均0.07 hm2沟坝滩地或旱井集雨微灌田,提出了抓住重点、突破难点、解决焦点、寻找支点、形成热点的五大对策。
The most of Luliang City's area belongs to mountain-hilly area. Its land condition and eco-environment are bad. The natural disasters are frequent. Grain yield is low and not stable. Making a good job of farmland water conservancy construction ,raising grain production capacity to guarantee grain safety are not only the requirement for constructing well-off society but also the prerequisite to improve eco-environment. Around the target that high efficient water-saving farmland reaches 0.07 hm^2 per person in plain, and the farmland builded by reclaiming gully, regulating batture or micro irrigation farmland by havesting rainfall in water cellar reach 0.07 hm^2 per person in mountain area, this paper presents five countermeasures. They are : grasping major point ,breaking difficult point, solving focal point, seeking support point and forming heat point.
