摘要
技术标准化与技术创新自成体系、相互分离是我国国家创新体系的主要问题。这种状况使得双方都存在严重问题:科研项目立项和验收缺乏市场化手段、缺乏通过产业化促进技术进步和经济增长的有效途径、技术创新效率低下;技术标准的技术水平低下、技术标准与市场需求脱节、市场主体标准意识薄弱等问题。借鉴发达国家的技术标准化战略和技术创新政策,我国应该以网络结构联结两大体系,将技术标准纳入国家创新体系,使之协调一致、相互促进。
The main problems of innovation system in our country are technical standardization and innovation system. This situation creates serious problems in both sides. Scientific research projects lack the marketability method and the effective way which promotes technology advancement and the economy growth through the industrialization; the technological innovation efficiency and technical level of the technical standard are low; the technical standard and the market demand are apart. Our country should connect two roughly departments with network architecture, and brings the technical standard into lining with the national innovation system, makes them coordinative and promotes mutually.
