我国财政扶贫资金投入机制分析

Mechanism Analysis on the Financial Input of Aid-the-poor Fund in China

财政扶贫资金的治理关系到扶贫效率和效果,目前已经有很多研究开始关注因为管理问题带来的扶贫资金投入效果不善,但对于扶贫资金治理中其他环节,如投入、分配、拨付和使用所产生的扶贫资金投入效果和效率的研究很少,但恰恰是这些环节中出现的制度上的缺陷更容易造成扶贫资金出现目标瞄准偏离,从而直接影响到贫困农户参与和受益于我国的扶贫投资。本文尝试全方位分析我国目前财政扶贫资金运行情况和效果。

Management of financial aid-the-poor fund affects the efficiency and effectiveness of aid-the-poor activity. Currently, there are many researches concerning the problem of un-effectiveness for aid-the -poor fund input caused by management issues, but there are few researches concerning the efficiency and effectiveness of aid-the-poor fund input caused by other links of the aid-the-poor fund management, such as input, allocation, payment and utilization, although institutional shortages on these links are easier to cause diverge aiming of the aid-the-poor fund and thus affects the participating in and benefiting from the aid-the-poor fund for poor farmer in China. This paper tried to do an omni-bearing analysis on the running situation and effectiveness of financial aid-the-poor fund in China through the angle of aid-the-poor fund management
