医院药价虚高的机制研究

Study on the pricing system mechanism of high drug price in China

目的:找出医院药价虚高的深层次原因,提出治理药价虚高的合理化建议。方法:运用基础理论多层面深入分析药价虚高的原因,指出在国家的政府指导价格里面隐藏着的剩余利润。结果:剩余利润存在是形成医院药价虚高的主要原因,医院药品销售市场垄断是其次要原因;由于国家在治理药价虚高过程中从未触及政府指导价格这个核心问题,所以医院药价虚高现象难以解决。结论:只有在政府审批药品价格过程中引入科学的独立的药品成本核算与期间费用合理性分析评估机制,才能在源头上控制剩余利润产生,同时在医院药品销售市场引入市场竞争机制来打破其垄断,医院药价虚高现象就会逐渐消亡。

Objective： The reasons why the medicine price is unthinkable high in the hospital are looked for and some reasonable suggestions are provided. Methods：Using the basic principals to analyze the reasons of high drug price in many different ways and it must be noticed that there was surplus value hidden in the price which the state and government introduced.Results： The main reason leading to the high price was the existence of surplus value.Second reason was because of the medicine marketing monopoly of the hospital.This phenomenon was very difficult to resolve because the governmentguided price which was the core had never been concerned. Conclusion：Only a reliable scientific medication cost budgeting and assessing system are introduced ,the surplus value can be controlled radically;Only competition machanism are introduced,the monopoly can be breaked ,and the high price of drug disappears gradually.
