摘要
随着社会投资的多元化发展,建筑产品的商业化特征更加明显。基于利益趋求,业主单位拖延工程结算以求延期支付或减少支付工程款已成为工程款拖欠的一个重要原因。现行的工程结算和竣工验收制度不利于同为市场主体,但处于弱势地位的建筑企业对自身利益的维护。为从制度上预防拖欠款发生,应当改进工程竣工验收程序,建立工程不结算不交工的制度。
With the development of the multi-investment, the commercialized feature of the architectural products appears to be much more visible than what is used to be. The main reason why architectural project always delayed is that the business unit always delays the date of the payment in order to get profits. The current project settlement and completion approval system of construction enterprise that are at the weak position are disadvantageous to the market main body. In order to prevent the delayed payment, improve the completion approval system, architecture industry should set up a kind of "Real-time Check Policy" with the consideration about the pay-off the fees of project on-time.
