摘要
近年来,我国县级以上人民政府逐步建立起应对突发公共事件的专门机构,并在企业和其他非政府组织中推行建立应对突发事件的专门机构。但从总体看,这些努力和尝试并未从根本上摆脱我国应对突发公共事件时那种重事后处理轻事前预防、重政府包揽轻社会参与、重条块(专业)分割轻横向协作的传统模式。本文在阐述我国政府突发公共事件管理机构现状和特点的基础上,指出了其中存在的问题,提出对策建议,旨在建立起责任明确、关系协调、运转有效的政府突发公共事件管理系统。
Since 2005, our governments above the county level have gradually set up a special agency for coping with public emergencies. Meanwhile, the governments urge businesses and nongovernmental organizations to set up similar institutions, However, these new attempts did not thoroughly break away from our country's traditional mode that rather pay attention to dealing with the events after they break out than attach importance to preventing their occurrence, rather make the government do all the work than get more nongovernmental organizations involved, and rather stick to horizontal division of work than conduct horizontal cooperation. This article points out the problems of public emergency agencies and the solutions upon analysis of their status quo and features. This article studies the subject for coping with public emergencies for the purpose of setting up a corresponding government system with well - defined responsibility, coordinated relationship and sound operation.
