"智德"是福泽谕吉思想中的一个重要概念,它是先"智"后"德"的程式。智德虽是相辅相成的关系,但没有智慧的道德就是"无德",智慧是道德的导标和保证。社会的发展,光有道德绝对免除不了罪恶,只有追求"智德兼备",提高人们的认知能力,社会才能趋向真正的文明;应用开发智慧的方法来发展道德,营建"人心风俗"。

＂Wisdom and morality＂ is an important concept in Yukechi Fukujawa＇s theory, which puts ＂wisdom＂ before ＂morality＂. ＂ Wisdom＂ and ＂morality＂ complement each other; however, there is no morality without wisdom because wisdom is the guideline and guarantee for morality. Morality itself cannot eliminate crimes, only when people have wisdom as well as morality, can they have good ability to recognize and prevent criminal actions. Only in this case can the society become more civilized. Therefore, we should pay enough attention to improve people＇s wisdom in order to build their morality.
