库站安全管理活动中人为因素的思考

Views on Impacts of Personal Factors on Safety Management of Oil Depots.

对石油库、加油站发生的事故中,占比例较高的人为因素的相关内容做了阐述:作业人员失误的表现形式为遗忘、遗漏、做错和进行规定以外的作业;产生人的不安全行为的原因是多方面的,既有人员素质、培训教育和社会影响等方面的原因,也有设备和环境的影响等方面的原因;要保证石油库、加油站的安全,消除人的不安全行为,企业应做到安全教育经常化、安全管理科学化、设施设备本安化、作业操作标准化和创造协调的安全环境。

Personal factors account for large share of accidents occurred in oil depots and gas stations. Mistakes include forgetting,leak of operation and wrong operation.The reasons resulting in unsafe behaviors include poor staff quality,lack of training and education,and impacts of equipment and envir- onment.To ensure safety of oil depots and gas sta- tions,enterprises should promote regular safety ed- ucation,scientific safety management,safe facili- ties,and standard operation and create harmonious safety environment.
