On Schools-running Model and Quality Assurance Mechanism of Vocational Education in Hongkong and Its Enlightenment

香港职业教育办学模式可概括为普通学校型职业教育、产学合作型职业教育及“产学研训结合”型职业教育,已形成由“政府、办学机构、行业企业”协同合作的“三位一体”的质量保障机制。其对内地职业教育的启示在于,建立人才资源需求预测机制,提高预测的准确性;加强校企合作,发挥行业企业“标尺”作用;正确处理政府主导与市场化运行的关系。

The school-running model of vocational education in Hongkong can be summarized as general school type, production-learning cooperated type and the type of combination of production, research, learning and practice. It has been formed a trinity quality assurance mechanism of the collaboration of government, sponsoring agencies, industries and enterprises. Its inspirations to vocational education of mainland include： establishing forecast mechanism for human resource demand to improve the accuracy of forecasts; strengthening the cooperation of enterprise-school, and playing a benchmark role of industries and enterprises; correctly handing the relationship between the government-lead and market operation.
