本讲座分三部分刊出,第一讲主要介绍技术标准体系和国际标准;国外先进标准及其体系、中国标准体系及管理模式。第二讲主要介绍市场准入和市场准入概述;国外市场准入制度;我国市场准入制度。第三讲主要介绍及评论我国铁路标准体系;市场准入;与世界铁路先进水平的差距。

This article is divided into 3 parts for publication. Part 1 mainly introduces the technical standards system and the international standards, foreign advanced standards and their systems, China standards system and the management system. Part 2 will focus on market access, including general introduction of market access, foreign system on market access, the China market access system. Part 3 will introduce and review the standards system of China railways, the market access, the gap between China railway and the advanced foreign railway level.
