旧城改造要加强城市规划的宏观调控作用

笔者认为，社会主义市场经济的企业运行机制和利益关系必须是双重性的目标机制——企业利益和社会利益．但这一论点在旧城区更新改造和房地产开发过程中尚未被深人认识，以致在实践中，在纯经济利益的驱动下，只顾自身利益，忽视城市规划总体利益，人的利益，其他经济主体利益，社会利益，生态环境利益等的消极影响时有发生，为此，必须在旧城改造工作中加强城市规划的宏观调控作用．

Urban renewal activities must pay more attention to the dual goals that are economic profit and social profit. Macroscopic adjustthent and control of urban planning must be emphasized in urban renewal to avoid pursuing single and one - side profit.
