黄河水利委员会直属工程管理体制改革按照国务院《水利工程管理体制改革实施意见》要求,逐步建立了产权清晰、责权明确的管理体制。实施改革后,黄河水管单位活力大增,管理水平显著提高。

In accordance with the Implementation Comments made by the State Council, The Yellow River Conservancy Commission gradually established a system with clarified water right and responsibility and liabilities for water project management. After the reform, the management level of water management institutions is greatly enhanced.
