On the Pilot Study of Yichun State-owned Forest Tenure Reform

伊春国有林权改革虽处于试探性阶段，但已显示出对林区改革的强大推动作用。改革激活了经营机制，盘活了现有资源，提高了森林经营管理水平，解决森林资源培育投入乏力问题。针对改革中尚存在的承包经营权证发放不及时、缺乏以短养长的有效措施、配套改革措施不到位等问题，提出了改革的具体建议。

Although Yichun forest tenure reform is at the exploratory stage, it has shown the powerful boost to forest reform. The reform promotes the operating mechanism, activated existing resources; improve forest management, addressing forest resources for weak inputs. According to such problems as the contract management not timely paid, the lack of support to short-effective measures, and support reform measures not in place, then the paper gives the specific proposals for the reform.
